Deploy disable telemetry scenarios

Add disabling telemetry roles data to deploy-able options:

1. Add a new deployment scenario shell script that uses: https://github.com/openstack/tripleo-heat-templates/blob/stable/queens/environments/disable-telemetry.yaml

Looks like above is only available for Ocata, Pike, and Queens. For Newton we would have to create our own roles_data and make sure notification drivers are disabled as well. Ocata also needs an additional yaml for disabling notification drivers.

I wonder if we could add different scenarios easily, ie:

• Disable Telem

• OVN

• ODL

For example...

If you point me at the templates I can probably put together scenarios for those as well

If I read him right @jtaleric is referring to octavia, odl, manila, congress, barbican, etc.
