Certutil fetch payload creation method references non-existent option

Back when we added certutil, one drawback was that the certutill command would not let you opt out of the cert check- that left us to create an option to make sure the user knew they must add a cert to the http server.
It turns out that option does not exist, and it is not conditional as it should.
We either need to bring back the option or disable the https option in certutil.
