Getting "403 Unauthourized" error while the JWT token supposedly is tagged as administrator

Describe the bug

I am logged in as administrator (with full permissions) to my keycloak instance. After creating a new realm, I wanted to add into it some roles and every time I had recieved the 403 Unauthorized error

Reproduction steps

1. Login as administrator with all permissions
2. Create a realm
3. Try to create roles
4. See error

Possibility to create roles

You haven't provided any details, even what RabbitMQ version is used. We do not guess in this community.

In addition, our Community Support policy very explicitly states that we won't troubleshoot OAuth 2 setups for non-paying users.

In addition, the administrator tag only allows for certain HTTP API operations. A user can be tagged as an administrator and lack resource permissions, and there is no contradiction in that case.
