PR checkboxes show as TODOs #2

For example this PR shows 3/7
But in reality these are choices not a 'checklist'
Because of that, I think we need to restructure to only use checkboxes as 'tasks to be completed' so it shows 7/7 when a PR is completely ready to be merged.
