Web Console warnings and notifications

The Web Console to show warnings about server misconfiguration and non-optimal setup.
The Web Console will show these notifications when it loads, the warnings can be dismissed.
A link will be also included in the warnings, the link takes the user to a page which explains in detail how to address the problem.

The UI will also indicate if a table is in suspended state.
It will display the error which resulted in the table suspension, and it will also display a link which takes the user to a page where they can find details about how to fix the issue.
The user can also try to resume the table from the Web Console.
