[DeviceFarm] Inception V4 MPS model failed to load on iOS_17_2_1_iPhone15_4

🐛 Describe the bug

This model has been consistently failing on the CI: job1, job2

The failed test indicates that the pte file failed to load:

  Failing tests:
  	-[GenericTests test_load_ic4_mps_float16_pte_iOS_17_2_1_iPhone15_4]

However, the same model with the same app can be loaded and run without any issue on all other types of iPhone 15s, e,g. iPhone 15 Plus, iPhone 15 Pro, iPhone 15 Pro Max. Given that I think the benchmark app and the model itself should be fine.

Per what I've checked, the pte file does exist and the size is normal around 80MB.
