[Neutron Backend] Move Neutron Backend to Dim Order Representation usage

Currently Neutron Backend uses custom algorithm to identify and convert btw. channel first to channel last memory format.
Per the Call for Action - #4873 , move the Neutron Backend to use the Dim Order Representation

yeah this is still needed, and wasn't a blocker for #10196
