We want to implement date range filtering for our resolver so that we can control how old the versions we want to build are.
For example, there are hundreds of releases of setuptools. We do not want to build packages that are very old or are broken.
Definition of done:
Resolver knows the date range for the package and builds all the versions of the package released between that date range
