Python version capped to 3.12 in swmm-toolkit?

The current package on PyPI cannot install on python>3.12:

error: Distribution `swmm-toolkit==0.15.5 @ registry+https://pypi.org/simple` can't be installed because it doesn't have a source distribution or wheel for the current platform

hint: You're using CPython 3.13 (`cp313`), but `swmm-toolkit` (v0.15.5) only has wheels with the following Python ABI tags: `cp311`, `cp312`

Is this only a matter of testing and making sure that the code works, or is there a specific reason for capping the version?

Putting upper limits on python version is contentious.
