Reasons for the request

I would like to publish a project under the name omar for Open Multivariate Adaptive Regression (Repo: https://github.com/Helge-Stein-Group/omar)

I believe the name transfer criteria are met:

1. I tried to contact hashemshaiban via LinkedIn and Email without reply.
2. The project is invalid as it is empty, stale, and only contains some of the PyPI tutorial code (name squatting)
3. Nobody is requesting the name via issues here
