I would like to publish a new package named appli. There doesn't seem to be a project with that name on PyPI, but when I try to upload packages, it says I am not allowed to.

I did notice that when I go to https://pypi.org/project/appli it redirects to the capitalized https://pypi.org/project/Appli .
