We are a team of french researchers conducting studies in the field of Formal Concept Analysis, for which we are developing a software ecosystem under the acronym GALACTIC (Galois Lattices, Concept Theory, Implicational System and Closures) https://galactic.univ-lr.fr.
We would like to publish one of these Python packages on PyPI, but the name galactic has been squatted since October 30, 2015 (with no updates since) by a user named luke, who has not responded to our email requests (see emails sent below). He was completely inactive on the GitHub platform for a time (we even thought he might have passed away), before recently becoming active again.
Would it be possible to transfer the ownership of this project to the user chdemko?
PS: currently, the project cannot be installed:
