Is the class Platform available for use by build plugins?

The class Platform is part of the reference documentation for Plugin utilities .

However, I cannot figure out how to call it from within a BuildHookInterface with the same ease that Application is available for use (which might be my limitation!).

Is Platform meant to be available for calling from within a BuildHookInterface? If so, how? Of course, one can always brute force it by importing it directly, but this seems very inelegant.
