Where can I download now inaccessible archives ?

Good day,
I am trying to manually install deepvariant 1.9.0 (I need it manual, not docker pull) but its WORKSPACE refers to https://github.com/pybind/pybind11_protobuf/archive/refs/tags/v0.11.0.zip that is no longer available since all archive and tags are removed from this github repo.
How do I access it now ? Or what specific git commit I can use to substitute it, please ?
