Retired OT features

I'm retiring three OT features: hist and ss03 (both of which did nothing but change s to long s), and ss11 (r rotunda). Probably better to enter these directly, but users can insert long s with cv38 and r rotunda with cv36. Contextual long s (ss08) and contextual r rotunda (ss16) are still there.

And now I've got two free Stylistic Sets to play with!
