Characters for Middle-Scots and -Welsh

For support, Sigmoid S - ꟙ Middle Scots S - ꟗ (not to be confused with ß) and Middle Welsh ll - ỻ and v - ỽ should be available due to their use in typesetting at the period. Junicode contains ỻ and ỽ but not ꟗ. ꝭ is also used in English and Middle Scots texts alongside ꟗ.

Junicode 2 has U+A7D6 and U+A7D7—the Scots s, upper- and lowercase. Both Junicode and Elstob have U+A76D. I'll think about whether to add U+A7D6-7 to Elstob, which does not attempt to cover as much territory as Junicode.

I think I'll add these things. Partial support for a language doesn't make a lot of sense.
