Toolbar always stay on top of webpart

Toolbar need to follow up of visible area (like OOB RTE)

Add webpart with rich text editor to a page. Paste long text in it

As always, great work, love how rapidly this control was introduced into the library, I remember reading the idea for it when I started work on the web part I'll reference down below!

I have a related issue regarding the positioning of the toolbar. My use case requires that the control be used within the context of a panel. This results in the toolbar being placed at the top of the panel itself rather than just above the control :(

Please test out version 1.13.1 or the latest beta. @hugoabernier fixed this for version 1.13.1.

I was running first beta with the Rich Text Editor and I just pulled down 1.13.1 and I still have this issue:
