Add user API to manage users of each tenant in super-tenant

Member is a relation between user and tenant. So we can manage this relation as resource on the server. I suggest the following API:

/saas/member/{find, new, id}
/saas/tenant/{id}/member/{find, new, id}

Member is:

id
user_id
role_id

user_id : id of a user
use_login: login name of a user
role_id: id of a role
role_name: name of a role (pluf.owner)
