create a shell with **_nav**_, **_main**_, and **_alt**_ panels for displaying **_shell views**_
- create **_shell-tools**_ repo
- track activity with **_github issues**_ and **_github milestones**_
- setup TypeScript linter (TSLint)
- setup unit testing - TDD with file watcher
- setup **_ShellManager**_ class (and Interface)
