[3.5] Remove HelpButton component

Description:
The HelpButton component still uses the old Help popup section and was previously removed as part of this issue: #10779

Steps to test the changes:
In OMP, there is one case that the built-in help is still being used.

1. Using the OMP site
2. Click on Settings -> Review -> Reviewer Guidance
3. For Internal Review Guidelines, there shouldn't be a Help button.

Solution:

• Remove the HelpButton component & the popup section.
• Remove any remaining references to the old Help icon or popup section.
• Confirm that the Help link in the navbar serves as the replacement.
