Shouldn't the second-to-last command also accept "cd -"? that can also take you to the cellar.

No, because it depends on the context. (The previous working dir needs to be correct.)
I hesitated adding a note about commands working from "anywhere" but decided against it.
If you feel this is important, I can give it a little more thoughts...

In that case I'd just suggest adding "cd ~" to one of the help / goal screens since it's the first time using it!

cd ~ should be accepted when checking completion, but I prefer introducing the ~ abbreviation later. As stated in the goal, the "standard" way for going back to $HOME is simply cd, without argument.
