Not really an entity-loader issue, the title is misleading. After some digging, the Can't resolve URI notice comes from libxml2 commit 4ff2dccf ("SAX2: Warn if URI resolution failed"), shipped in 2.13.0. You're on 2.15.3, and the .so.16 SONAME bump in 2.14.0 is why this is hitting people widely now. Tests expectations need to be made more tolerant eventually.
