since 0cadc3c the client package may arbitrarily release permission in an attempt to restore an active connection

once a fix for #1736 is released, and is used by providers, this becomes unnecessary. at that point, it's possible to simply clear the held connection and attempt a new connection.

detection of the DataCloneError caused by port retention could be implemented, to continue supporting older versions of @penumbra-zone/transport-chrome that can only be reset by a disconnect.
