Report issue controls/buttons #1031
Description
We need to add 2 things in the Popup (and maybe also in the Options page):
- an obvious message that smoldot has crashed and a "restart smoldot" button (a popup with the error message would be nice as well to be somewhere)
- a "Submit issue" button that should appear when error exists, that will be able upon click to send logs, and issue somewhere (github, mail - something)
