BB-22845 Theme migration scripts & layout element debug commands for v5.1 (#37118)

- Added commands to generate artifacts for layout theme BC tests
- Added a package that allows dumping the current theme to reuse it with OroCommerce 6.0 as a base theme that doesn't require any significant changes during upgrade
