bundle exec creates an extra subprocess on TruffleRuby

Maybe it's time to give up on our mixed Bash/Ruby bin/* executables.

I was wondering if this is still the case and it is.
BTW another way to test is:

$ echo 'puts "Executed in #{Process.pid} by #{RUBY_ENGINE}"' > pwd.rb
$ RUBYOPT="-r$PWD/pid.rb" bundle exec gem list

It should print Executed in once and not twice.

Solutions are to change https://github.com/rubygems/rubygems/blob/c56ebfd3b3d73d6c318597d62ca928678525096f/bundler/lib/bundler/cli/exec.rb#L72C9-L72C21 or to simplify our launchers for non-ruby executables.

As a note I think RubyGems has some logic to handle LOAD_RELATIVE executables and skipping the Bash prelude.
