Most likely, yes. It depends on the license that was part of the downloaded DLLs, which appear to be from version 12. I don't remember what license we typically used back then.

For 19c and later, we generally use the Oracle Free Distribution, Hosting, and Use Terms and Conditions. This allows distribution as long as you comply with its requirements, such as including a copy of the license, no modification of Oracle DLLs, no charging for free Oracle software, etc.) The license provides the terms for how you can redistribute.
