Add information on logging principles

As of now, we don't have any documentation on how logging is handled in the OpenRemote Manager.
For example:
- Where in the system can I adjust log levels?
- Can I adjust the log levels in a running instance? And if so, how?
- How to adjust the log levels for individual services?

etc.
