Parametrize pre-filtering

Currently, pre-filter settings are hard-coded for the report. This should be parametrized:

• Add parameter to ingestion_qc/h5mu_to_qc_json with pre-filter options
• Surface parameter in workflows/generate_qc_report
• Update reporting template in the qc_report_generator repository to display dynamic info snippet based on parametrized pre-filtering options
