BroadcastTime Clock Set Rate does not generate next Report Time Event

When the rate is set for the JMRI Master, the next Report Time Event does not get generated when it becomes valid.  This results in clients getting out of sync with the master.  It is possible that other "set" actions produce a similar result, and would have a similar fix, but I did not test this.
