Unable to Rebind Certain Keys

A user posted on Discord:

> Issue after v31 update. Have unbound all keys, but when I try to assign certain ones to R or F it says the key is already bound. I have confirmed all keys are unbound just to see.

> R is bound because of Alt-R, which resets graphics. F is bound because of it Selects all warships
> Both aren't (yet) customizable, they are hardcoded.
