Theme pack cannot be downloaded when new UI is turned on #2796

Describe the bug
When new UI is turned on, it always failed to download the current theme pack from Settings.

To Reproduce
Steps to reproduce the behavior:

Turn on new UI
Upload a theme
Go to Settings > General > Themes
Click "Download the current theme" link
A blank page with spinner is returned.

Expected behavior
It is expected the browser will prompt to save the theme pack.

Platform:

oEQ 2020.2
