Update frontend-component-cookie-policy-banner to use Design Tokens

I would like to ask if we consider necessary to update this dependency? I check across the GitHub and we use it only in edx-platform as you can see here, do we what to update the code there as well?

We are using an old version of paragon there

Since this is only used in edx-platform, and upgrading edx-platform from 2.x to 23.x feels very out of scope for this project, I believe we can close this one.
