Summary
As an administrator or course team member on an instance that uses aspects and has PII display OFF, I don't want to see an individual learner dashboard tab on my instructor dashboard reports tab, so I'm not confused when I try to use it and I'm unable to.
Problem Statement
Currently, when an Operator decides to omit PII from the Aspects dashboards on his or her instance, the Instructor Dashboard Reports tab includes a useless individual learner dashboard. The individual learner dashboard is only useful for users who want to view enrollment, engagement, and performance data for a specific learner in a course, so instances with no PII being displayed don't allow course teams to be able to view data for an individual learner. Hiding this dashboard resolves confusion for users on instances where PII is not displayed.
Acceptance Criteria
Given I am a user that has access to a course's instructor dashboard on an instance that uses aspects and has PII display OFF
When I navigate to the reports tab
Then I see a course dashboard and an at-risk learners dashboard (no Individual Learner Dashboard)

Then I see a course dashboard, an at-risk learners dashboard, and an individual learner dashboard
