Overheight menu doesn't scroll vertically

If the menu is over-height for the monitor when the tray icon is clicked, no vertical scrollbar is shown to allow the user to access menu items which flow off the bottom of the screen.

Already handled. Both the work-area lookup and the DPI lookup now use the monitor under the cursor via MonitorFromPoint(...), so this isn’t using primary-monitor metrics on multi-monitor setups.
