Interventions: Adjust frequency

Currently, interventions might come too early or too frequent. Probably, this is especially true for the first learners solving an exercise, since the quantiles still need to be calculated. For these early learners especially (but in general for all learners), we should adjust the frequency and point in time when interventions are shown.
