Does this problem occur on original hardware or PCSX2?

Yes, it's unique to OpenGOAL

Expected Behavior

Other than trying to lower your settings, there isn't much we can go off of.

Lowering/disabling msaa seems to help quite a few people.

Disable VSync.

That worked for me though.

I’m experiencing the exact same issue, and it is only with Jak II. Here's what I did to address it:

I edited the FPS setting in the "pc-settings" document, setting it to 30. This forces the game to run at a lower frame rate, but it no longer slows down.
Lowering the resolution can also help slightly. You can try setting a higher FPS, but at some point, the game starts to run in slow motion. Sometimes, this slow-motion effect doesn’t completely disappear even after changing the FPS setting, and it might show up while walking in the game.

At first, I thought it was a hardware issue since I’m playing on a laptop, but your specs are much better than mine, so I’m not so sure anymore.

Recently, I discovered that adjusting the FPS limiter in the top menu (accessible by pressing Alt in the game) significantly improved stability and performance. Now, I set the FPS to 30 in the "pc-settings" file and adjust the FPS limiter in the top menu to 50. For some reason, this combination speeds up the game, and it runs much better and more consistently now.

what I did was make the game run in window ( I removed full screen ) made the game not run slow I also disabled the VSync
