Specifically for this issue:

• All nodes participating in protocol store this data

Current status

• @zhangchiqing started refactoring protocol data access to batch updates (from transaction), to make this switch easier in the future.
• There are multiple components that need refactoring to switch the DB access to batch updates and require expertise form the protocol team (@AlexHentschel , @jordanschalm , @durkmurder).
• The full scope of required changes is unknown.

How will we measure success ?

All nodes in the protocol remove dependency on Badger DB.
