hiding local instances with no data

If the listing of "active local instances" on the local census home page (http://census.okfn.org/local/) is automated, can we somehow hide the instances that have been created, but have no data in them? These don't look very 'active' and reflect poorly on us.

As a {Submitter}, I want to know if the Site is active or not and who is the point of contact for questions about it, so I can get some information.
