Use Case

We'd like the default resources given to a service to answer a question to be set on the service level.

Current state

They're currently set at the service network level for all services, which doesn't make much sense.

Proposed Solution

Either add it to the octue.yaml file (requires a database or anothe way of tracking this for diferent services) or as metadata on the docker images.
