We call udevadm reloading each time an individual udev rule is added or removed. This can cause unnecessary delays in VMs with many devices that require adding/removing udev rules. It would be nice if it was possible to reload all the udev rules just once when preparing or discarding VM devices, after all the related rules are modified.

See https://bugzilla.redhat.com/2055905 for an example of a problem caused by the current udev handling.
