Map not refreshing color #4

Data on map/everything else refreshing, but sometimes 100% is reporting and the count color doesn't update until refresh. It appears as though it has an explicit fill (fill: rgb(225, 225, 225);) set despite the correct css classes having been added.

Explicitly clear the path fill when coloring as partially/all in

Think this should fix it (fixes it locally in tests, but keeping open to monitor/make sure it doesn't break other behavior)
