Remove Statistics Gatherer Plug in #4243

Currently seeing this warning in https://ci.nodejs.org/manage/:
We actually have no configured fields for this plug in, so I think we can just remove it. For now I've disabled it -- if we don't notice anything broken by that we can try uninstalling it completely.
