NOAA tech memo template

Based on quarto_titlepages. Lots of things I am unsure on like make this into a Quarto extension? I don't know how people will use it and what will be easiest.

• Find and add the necessary images to images folder
• Create the title page #2
• Create the citation and other internal pages #3
