github command errors are too opaque

the github commands can fail with

Error: TypeError: Cannot read property ‘status’ of undefined

which is from the catch block that attempts to unbox an error but is not defensive enough.
it is impossible to know what the error is as a result.

One of the error that give rise to this bug is connect ECONNREFUSED ....

which assume error.response.status is all defined. It may be that only error and error.message are defined. So defensively code all the catch blocks
