HTTPRoute Timeout Proof of Concept

Issue to create a proof of concept for an NJS module that can enforce "request" and "backendRequest" http timeouts.

Acceptance

• Verify again with NGINX Core team that http timeouts as defined by the Gateway API are not possible with existing directives.
• If nginx directives cannot meet the Gateway API specification, an NJS module is creating to demonstrate http timeouts that fit the "request" and "backendRequest" timeout definitions.
