Use otel BatchProcessor for Product Telemetry

Seeing the following log in the nginx-gateway container:

Acceptance Criteria

• Investigate and solve the source of this message in the NGF logs related to the usage of otel traces.
• If fixes need to be applied to another repo, an issue is created to resolve the issue in that repository.
