Auto Upload doesn't stop uploading files

Steps to reproduce

1. Enable Auto Upload To always upload
2. Disable Auto Upload to only sync in free networks
3. Watch Next cloud eat up your mobile data (especially when it syncs movies)

Expected behaviour

The app doesn't upload on mobile networks if "Nur über gebührenfreies WLAN hochladen" is activated.

Actual behaviour

The app does upload on mobile networks if "Nur über gebührenfreies WLAN hochladen" is activated

i have the opposite problem: I disable "Only upload on wifi" but it still only uploads when i am connected to wifi.

I know, because i rarely ever connect to wifi networks. When i checked the target folder, it only contained 10month old pictures. I then connected my phone with a wifi network and it started uploading within seconds.

I trust the auto-upload with my data. It is my only backup solution for my pictures. Seeing it work so unreliable is very concerning and breaks my trust into the app and nextcloud.

Some "force upload now" button like mentioned in #15887 could help as a workaround.
