We need to fix problem when we create a monitored site from a new station :

lat, lon, date etc set in station are not recovered for pre-fill lat, lon of new monitored site
problem with the alert when you create a monitored site from a new station and tou have no startdate for the station or startdate of the monitored site is more recent
