Update all builds in DB as "failed" if "last_updated" is > 60 sec and state is incomplete
Lookup all local builds in DB, and destroy any status = failed builds (keeping build in DB)

Periodically (~1 - 6hrs) look at all failed builds (/builds/:id/{{status}}) and destroy any that don't exist in the database
